Health insurance

Every Israeli resident is insured with national health insurance.

The spouse and parents of the abducted/missing person, as well as children whose both parents are missing or abducted whose health insurance contributions are deducted from their salary or other income – will receive with the monthly benefit a "participation in health insurance contributions".

If they have no income – health insurance contributions will be deducted from the monthly benefit paid to them, in order to protect their rights as health insurance insureds.

In order for us to check whether to pay you a "participation in health insurance contributions" with the monthly benefit or to deduct health insurance contributions from the monthly benefit – you must notify the Hostile Actions Casualties Department at the branch in charge of your file if you are deducted health insurance contributions from another income.

Hospitalization in a medical institution or nursing home

  • The spouse and parents of the abducted/missing person, as well as children whose parents are both missing or abducted – who, according to a medical certificate, require supervision and care at a nursing home, and whose income from any source is insufficient to finance this expense, will be entitled to a participation in financing the expenses of their stay at the institution. Funding will be provided instead of the monthly benefit.
    The amount of assistance is in accordance with the Ministry of Health rate for daily hospitalization in a nursing home, and income based.
  • A parent or spouse entering an independent department – will be entitled to a participation grant in the entrance fee, provided that the nursing home has a long-term care department. or when such department was opened at a later date. The grant will not be given to eligible persons who purchase a housing unit as an investment in their name. The amount of participation is at a rate determined from time to time, and in accordance with the rates of the Ministry of Health.
  • A parent or spouse who was hospitalized in a rehabilitation hospital, or in a hospital in the complex nursing department or in a hospice – their stay will be funded by the HMO. The National Insurance will cover for these beneficiaries the difference they must pay beyond the funding of the HMO, after deducting their income.

Paying for help with daily activities due to a medical disability (help from others)

The spouse and parents of abducted/missing person, as well as children whose parents are both missing or abducted – who due to a medical disability need the help of others in performing daily activities, we will review their eligibility for funding nursing assistance through long-term care companies or through a money increment on the monthly benefit to someone who employs a foreign worker.

The amount of assistance will be determined in accordance with the recommendation of a doctor and after deduction of self-participation, provided that the eligible person does not receive similar assistance from another party (long-term care benefit or attendance allowance, allowance from the Ministry of Defense, etc.).

Travels for medical care

The spouse and parents of abducted/missing person, as well as children whose parents are both missing or abducted – who for medical reasons cannot use public transport, and have not exercised their right for a vehicle for personal use in the past 4 years (in 5 years for parents ) – are entitled to participation in taxi and/or ambulance travel expenses for medical treatment or examination in a hospital or specialist clinic. Approved number of trips is up to 10 per month (5 round trip). There is no limit to the number of trips for chemotherapy or dialysis.

 

Medical devices

The spouse and parents of abducted/missing person, as well as children whose parents are both missing or abducted – are entitled to participation in the purchase or rental of medical devices, according to the list approved by the Rehabilitation Department and as a supplement to entitlement from complementary insurance/Ministry of Health. A parent staying in a nursing home is exempt from self-participation.

Medications

The spouse and parents of an abducted/missing person, as well as children whose parents are both missing or abducted – who are chronically ill or suffer from prolonged illnesses, are entitled to the full funding of chemical drugs, purchased at a private pharmacy or HMOs according to a medical prescription.
In cases where the drugs are purchased at private pharmacies, the funding will be provided upon presentation of confirmation that the drug is not covered by a HMO.
Food supplements and vitamins are not considered a drug, unless the vitamins were purchased on a prescription from the attending physician as medical treatment of the disease and under certain conditions.

The assistance in financing medications for parents is integrated in the monthly benefit, and is detailed in the monthly payment slip of the benefit ( under the "integrated" benefit).

Parents whose annual expenditure on medication is higher than the integrated amount will be able to receive a refund for the exceeding amount, based on medical certificate and receipts submitted to the rehabilitation officer.

Medical consultation

The spouse and parents of abducted/missing person, as well as children whose parents are both missing or abducted – suffering from a chronic illness, or needing surgical intervention, are entitled to medical consultation with a specialist doctor only, once a year, for diseases requiring prolonged medical treatment or surgical intervention. Payment will be refunded against a tax invoice/receipt. The maximum refund amount is NIS 850.

Absorption products for adults

The spouse and parents of abducted/missing person, as well as children whose parents are both missing or kidnapped – who consume absorbent products and pads due to incontinence, are entitled to a participation in financing the products. Funding is conditional on medical approval and receipt. A tax invoice/receipt must be submitted to the Rehabilitation Department no later than a year from the purchase.

The maximum participation amount is NIS 381 per month.

Orthopedic shoes

The spouse and parents of abducted/missing persons, as well as children whose parents are both missing or abducted – who need a doctor's recommendation for orthopedic shoes, produced at a special institute for orthopedic devices,
 will be paid a refund of up to NIS 976 per year (after deduction of self-participation). The funding is given once a year and conditional on medical approval and receipt.

Complementary medicine treatments

A parent is entitled to a participation in the funding of up to 20 complementary medicine treatments per year, according to the approval and recommendation of the attending physician and original receipt, and no later than a year from the expense. The maximum refund amount is NIS 138 per treatment.
The refund will be provided for alternative treatments, as detailed in the following list:
Acupuncture, Biofeedback, Hypnosis, Holistic Weight Loss, Homotaxology, Twina, Chiropractic, Naturopathy, Medical Massage, Feldenkrais, Bach Flowers, Chinese Medicine, Reflexology, Shiatsu, The Alexander Method, The Paula Method.

No utilization of rights in the HMOs and/or complementary insurance is required.

Recovery after hospitalization

The spouse and parents of kidnapped/missing person, as well as children whose parents are both missing or kidnapped – who have been hospitalized for at least four nights in a hospital, or chemotherapy or radiation treatments, are entitled to a participation in financing a stay in a hotel in Israel for up to seven days. Eligibility will be given once a year, according to the Ministry of Defense rates (and after exhausting eligibility from the HMO or complementary insurance). This benefit can be exercised up to six weeks after the end of hospitalization.

Participation in funding private surgery for parents

Participation in financing private surgery (other than cosmetic surgery) will be provided for surgery performed with parent funding, which is not within the framework of the HMO and after exhaustion of eligibility as part of the health basket. The maximum refund amount is NIS 12,147, after a deductible of NIS 2,447. Also, if amounts were paid by complementary insurance, these amounts will also be deducted.

Eyeglass lenses

The spouse and parents of a abducted/missing person, as well as children whose parents are both missing or abducted – who need special lenses for glasses, or contact lenses due to eye surgery or chronic eye disease, are eligible to a participation in the expense. Participation will be given upon presentation of original receipts for the lenses only and in accordance with the approval of an ophthalmologist about the nature of the disease and the need for glasses resulting from the surgery or the disease (regarding first financing), or the approval of a doctor about the need for replacement.

The maximum participation amount is NIS 730 per year or up to NIS 1,220 per two years.

Telescopic and microscopic lenses

The spouse and parents of abducted/missing person, as well as children whose parents are both missing or abducted – those with a blind certificate or with severe visual impairment are entitled to full funding of telescopic and microscopic lenses,
 less the participation provided by the Ministry of Welfare and Service for the Blind, provided that the lenses were purchased at the place referred to them by the Ministry of Welfare
 and Service for the Blind.

Panic button

The spouse and parents of abducted/missing person, as well as children whose parents are both missing or abducted – suffering from chronic diseases (according to medical certificate), individuals aged 65 and over, or a couple of parents aged 70 and over,

eligible for funding participation in the installation and maintenance of panic buttons.

Cardio monitoring service and cardiac call center subscription

The spouse and parents of abducted/missing person, as well as children whose parents are both missing or abducted – who suffer from medical problems, are entitled to funding of a subscription in a company that provides cardio beeper, cardiac center and intensive care unit services. The amount of participation is NIS 32 per month or NIS 356 per year.

Dental care

To redeem this benefit, contact the rehabilitation officer in advance with a detailed treatment plan and quote. The program will be referred to an expert consultant for an examination of the reasonableness and cost of the program.

  • Parents are entitled to participate in the financing of dental care in the amount of 50% of the actual expenditure, in accordance with the presentation of original receipts whose repayment time is up to one year from the date of actual payment.
  • The spouse and children whose parents are both missing or abducted (over the age of 18) – are entitled to participate in dental care financing in the amount of 50% of the actual expenditure, against the presentation of original receipts, and up to the amount of NIS 15,335 per year.
  • A child under the age of 18 is entitled to a refund of up to 50% of the actual payment, and up to the amount of NIS 4,092
  • A child aged 18-21 is entitled, according to a special order that changes from time to time, to a refund in the amount of 50% of the actual expense, up to the amount of NIS 7,500 in 3 years.

Fertility treatments

Parents are entitled to a participation in funding fertility treatments after exhausting their eligibility at the HMO and complementary insurance.

The maximum assistance amount  is NIS 24,351 (as of 1.1.2020).
